AIG Siddhi Bikram Shah: Singh’s Blessing and Shadows of Controversy in the Race for IGP

As the time draws near for changes in the leadership of the Nepal Police, AIG Siddhi Bikram Shah is advancing in the race to become IGP. Along with his name, both support and controversy are increasing in tandem.
Former Inspector General (IGP) Singh’s open blessing has become Shah’s greatest strength. Singh’s deep influence still persists within the police organization, and leaning on this influence Shah has positioned himself as a major contender. For some, the closeness between Singh and Shah is seen as a “transfer of experience”; for others, it is viewed as a “game of continuity” of the old power network.
But Shah’s journey is not smooth. Past decisions, transfers and promotions, and administrative orders have dragged him into controversy. Within the organization, some officers and personnel express worry that under Shah’s leadership, the organization might become even more politicized. In such a scenario, Shah faces the challenge of proving himself as a transparent and reform‐oriented leader.
The selection of police leadership depends not only on an individual’s personal capabilities, but also on the balance of political power. Because of this, Shah’s political reach, the support of former IGP Singh, and his relationship with the ruling power centers will be decisive.
Ultimately, the question does not boil down simply to whether Siddhi Bikram Shah will become IGP or not. The real question is: Will the leadership of Nepal Police again be the “continuation of old networks,” or the “start of new thinking and reforms”? If Shah can use this opportunity to rebuild his image, he can send a message of stability and professional discipline in the organization. Otherwise, this will become just another chapter in the competition and power‐play of individuals.
While Shah was serving as the police chief in Lalitpur, there are allegations that he sat with (negotiated with) influential people and accepted financial gifts from Rabindra Chaulagain, then chairperson of the Deurali Cooperative. Chaulagain, who is now imprisoned on charges of cooperative fraud, had at that time publicly made various allegations in different media .
